No, its not. If you have the know-how, you might as well set apache/IIS up on your own home connection.

Edit: Even if you didnt, there are plenty of pre-packaged utilites that installs apache/php/mysql all in one swoop. There are also a bunch of tutorials out there to setup a basic apache/iis installation.
