Vbulletin and Invision Power Board are probably the best. Yabb is like a second class version, but still great to use. It isn't as customizable and doesnt have as many features.

(Shameless plug)
As an experienced php/mysql web programmer, I took it upon myself to code my own forum from scratch. What started out as a fun project for some friends ended up turning into an open source project. I produce an experimental highly easy-to-deploy and use minimalist forum with only relevant modern features included. No superfluous things like post counters or trackers of who's logged in. Also contains a very clean interface. At the current state of development, I wouldn't recommend a site like, say, ngemu replace their forum with mine. Again, keyword here is experimental. Some sites use my forum, but at the moment I haven't really promoted it much as I'm only developing it my spare time. When it reaches 1.0 I might start truly advertising. Currently my focus for development is scalability and speed. When I finally finish 0.6 it will be far more customizable and much faster. Even the unfinished source code of 0.6 on my private server is benchmarking circles over the bane of my existence: phpbb ![]() But if you want to try mine out or watch it's progress, it's there for you. I use Invision. PHPBB is far too slow on any site I've seen it on. Invision is fast and powerfull and best of all, free.
VBulletin is the mac daddy of power and is fast, but it comes at a cost.

I don't use a forum but judging by the ones I'm going on lately (that most seem to use Invision) It goes super fast! (I know the servers have to be fast too) So I would say that's the best and plus it's free. You can also customize it really nice like on Kanes Forums. JSD or EXEmu's
