Checking connection

I want to write a program which checks if my connection is working, but I don't know how to do it. I don't have experience in Internet programming at all.

Sorry, I forgot. I want to do it in C++, and I'm using Borland C++Builder on Windows XP. All I need is something that tries to connect to given IP and tells if it was successful.

Yeah, something like that. Of course I can use ping.exe, but I rather want to code it myself.
