For a start, you need a server running PHP and MySQL. IIRC, vBulletin's installation is fully automated. You just need to supply the installer with the correct info of the whole system scheme you are running it on (ie. database name, user password and other).
The complete version of vBulletin should be purchased. You can get a free try-out version called vBulletin Light with very limited features over their site (http://www.vbulletin.com). If you care, there are other BBS softwares at disposal for free with almost the same functionality vBulletin offers. I could name Invision Board and phpBB2 as the best ones I could find as a parallel choice for vBulletin. You can easily find them - and more - in http://www.hotscripts.com.

vBulletin, if purchased, comes with an install.php ... you basicly enter your database infos into the config.php, run this install script, hammer on "Next" like 20 times and your forums are created. Afterwards, there's an easy admin interface to use in order to create the different subforums, change templates and styles etc.
