Any Way to make it consistently 100% speed?

I get dips quite frequently in VBA to 98%. I can however speed it up to 600% or so while playing a game like Metroid Fusion. Any way?

A range of 98~102% is the best you can do, you can't make it stay at 100%. What gets the closest is turning on vsync.
