Well its ODD some games work fine (splendid even) but some games have skipping sound, maybe a new version later can address this for people like my config .And to think i was planning to use a PS2 EMU soon

Considering the PS2 emu a) doesn't run commercial games, and b)runs slowly with tech demo's on my machine.....

If you have windows xp it's going to be slower than other ooperating systems becasue my 466mhz runs 105% at 5 and my xp 1.2ghz computer runs at only 100% at 5. For gameboy 466 200%. For xp 100%.

XP is reliant on memory. If you have 512, you are gonna notice no performance diference between XP and 98. Trust me on this

But XP gui is slower than win98 (because of the new fancy winXP GUI). Overall, if you has 512 mb of ram, all your games will run at the same speed as win98 (maybe even faster).

If you have 256 Mb RAM, the new Gui will run no slower than Windows 98's default one. Although, this seems to be the case with AMD's more than Intel's.
