White Border Around Windows

I'm building a workstation computer for someone, and for some reason, after some use (About 15mins), an annoying white border shows up around the start menu, and anything which pops up. I'm using Windows XP Home 32bit. Has anyone experienced this problem before? Anyone know how to get rid of them? I've tried updating the drivers, no such luck.

I'm not about to give this guy a half assed computer. Its just not right.

Managed to fix it... by removing the crappy graphics card, and installing my old old 6600. Also solved a ton of other problems... like the screen would break, evereything would get pixelated, then it would freeze, and finally, it would turn completely blank, and the monitor would switch off.

Stupid cheap ass 7300GT...

It can be a driver problem

Tried about 5 different drivers. No such luck. Either way, the PC has been delivered and everything is working great. When the 6600 dies, then ill replace it. I couldnt get a replacement card since the shop i bought it from is on shutdown for the holidays. So, hopefully, itll hold till january (which it should).
