they provide a link on that site which requires you to compile it. why not just compile it instead of looking all over the net for a binary.

C:/Windows/System32/drivers/etc/hosts

open it with notepad and there should only be 1 line that reads
127.0.0.1 localhost

Well, if you have windows, you have a hosts file, use Windows' search, maybe some malware moved it. Who knows...

EDIT: well this is weird but that is the file! just in some weird format. i opened it with notepad and this came up

Well, I'm not using VGM so I can't help you with those dll files.
Maybe Sigmax/Chrono does.

Edit: I got VGM but I'm getting a dll error, and I don't have time to look for it now.
But looks like you just have to extract all the files in the same folder.

Edit2: Is that all the file?

To use the program, you must have both the Microsoft Visual C++ 2005 Redistributable Package and the latest DirectX Runtime

Just a quote from the site...there were hyperlinks aswell...which I have no clue of how to show them here.
