go to run<msconfig<startup services<select disable all
it requires a restart and after restart again it will show a warning sign check the check box in the warning sign and its over NOTE:THIS THING WILL REMOVE UR QUICK LAUNCH ICONS

Yeh do as said above, but i suggest doing a full virus scan too, there is a virus known to cause this. According to microsoft its caused by incorrect registry entries, which could mean something has modified it incorrectly, which is behaviour that can be associated to viruses
