it depends on what kind of a hardrive you've got.
i'd say with your harddrive use the amount needed by the os itself and about 5 gb more, then 3gb on swap and the rest on a third partition that's not root.

Plus depends on if you mount /usr separately. / shouldn't need more than a couple GB (if that) if you do, course depending on your use.
The real answer to the question: varies depending on what you want to do with the system.

I used to have 10 GB on my root partition, then resized to 20 GB before I noticed that I had a lot of crap in /usr/portage/distfiles. Anyway, 10 GB would be plenty for me at least, I don't even need that much.. 5.4 GB on root partition atm. 512 MB swap (1 GB physical), some GB for windows, and the rest of the disk for /home. I've also symlinked /opt to my 300 GB-disk (too lazy to resize and add a separate partition for it).

Hmm... 20gb and gentoo linux. I use sabayon linux before and its very good distro and gentoo based. Well, to install the sabayon linux itself I have to resize my current root partition to 20gb. I dunno why it demand so much space and it could be like SnakeBite said that is lot of crap in portage.

It really depends on your partitioning scheme. If you only have a root partition, give it the whole drive. If you have root + home, give it at least 7G. If you have root + home + usr, give it 2-4G. If you have root + home + usr + var, give it 600M

Just symlink/mount it, or clean your /usr/portage/distfiles from time to time and it shouldn't be a problem. Unless you have /usr mounted somewhere of course. I know someone who has mounted it via NFS on one of his servers, so all gentoo-machines uses a shared, remote distfiles-directory (I got 4 gentoo-machines with separate distfiles storage, not very clever).
