Shaders for PC games

Hey, after playing with the epsxe shaders, I was just wonderring is there any shader software that I can use to specifically add shaders to old pc games? Suchas adding motion blur, fullscreen blurring, bumpmapping, extra textures, or bloom lighting?

What kind of old games do you want to use shaders with? As long as they are hardware accelerated 3D (Direct3D or OpenGL), you can use tools to force the video card to load a shader whenever an application is launched. An example of this kind of tool is ATI Tools.

Where would we get said shaders. Could we just use pete's and how do we do this with nvidia cards?
