How can i create slow motion with a program?

I tried to do it with virtual dub and i found one plugin (don't rememebr the name) that deinterlaced and could be used to produce a smooth slow motion. Needless to say i could not use it as i didn't find any faq.

Any sugestions? I also woud like to create a slow motion where the action is slow motion as you know it, then the action stops for a few seconds and then finally goes on. Ohh, and btw, i don't want to create something like The Matrix without the circling camera but it could help

Well If I understood u well.
I use Animation Shop (made by Jasc software) . You can control the timing of each frame that way.

Adobe Premiere should suit your needs fine too.
