Internet Explorer problems

My sisters computer has major ie6 problems. The browser doesnt work, all ie based windows applications for example; system restore, defragment dont work. The start bar lags out sometimes also. Theres no viruses on her computer, and if i start windows in safe mode everything will be fine. If I restart it it happens again. Any help cuz im out of ideas.

hmmm this seems likemajor spyware/virus activity
run a virus scan and also run a software like adaware or Spybot

Windows XP home edition.

I already reformatted, virus scanned, updated but still the same thing.
