Converting from one lossy music format (MP3) to another (OGG) will just make the file sound worse.

Erm well you could either rip the cds again to .ogg instead of .mp3, or if you dont own the cds leave the tracks as mp3 because otherwise your taking a file thats all ready lossed lots of imformation (from the wav to mp3) and then losing even more info from it (mp3>wav then wav>ogg)
If the sound quality isnt too important and the size is, for example if you want to make the track smaller for say a portable mp3 player then you could convert from mp3>ogg but like I said the quality will suffer a little bit.
Just convert a track using cdex & see if you can hear if theres much difference as now I think about it someone sent me a high quality ogg file which I converted to mp3 and it still sounded great.
