PAP or MD5 CHAP ?

when i dialed up my ISP today, i noticed something strange.
the authentication was MD5 CHAP ? so i thought, thats weird but maybe there just upgrading or something.
then i dialed my other number (for the same ISP) and it was using PAP ?
what are these authentications and whats the difference and more importantly will it make any difference to my crappy dial up modem speed

(everyone else down my street has 49 - 52 K i have 38K on a good day !
