changing shells and backgrounds

I am wondering about any good shell programs for windows98se that i can use that look cool and also come wth wallpaper so i can change my background,i have seen other people with stuff like so if any one could show me where i could get one i would appreciate it.

Theres a program called WindowBlinds that allows you to change the look of your OS to that of other OS's or designs by other people.
Official site is www.windowblinds.net but I would suggest you go to www.wincustomize.org where you can find more info, reviews and themes for the program.
BTW, I don't think the latest version will work with Win98, but you should be able to find an older version somewhere.
