While that's certainly in the Technos style, I'm pretty sure that wasn't released in the US. There's another River City Ransom game, but it's for SNES.
After some pondering, I wager it may be Crash 'N The Boys Street Challenge, but I can't at all recall seeing anything like that when I played it oh so long ago. Actually, I'm wondering if the English versions of RCR weren't modified slightly. For the life of me I don't remember Alex or Ryan having the sort of outfit pictured in the first picture you posted. Oddly enough, the name of the SNES RCR is named "Kunio's War" or somesuch. Kunio makes an appearance (complete with Yakuza-esque white coat and all) in the Neo Geo game Super Dodgeball.

I'm certainly no expert on the whole series, but there are a few American Technos games that all have a similar "feel" to them, as it were. Off the top of my head I know there's Super Dodge Ball(NES), Crash 'N The Boys Street Challenge, River City Ransom (Nes) and Mr. Kunia (I'd spelt it incorrectly before, sorry)/RCR2 for the SNES.
The SNES version wasn't released to the US, but there is a translation patch out there on the Net. As I'd said, Kunio(a) also appears in the Neo Geo game "Super Dodge Ball" (which is entirely different when compared to the NES version). While this game has Japanese voice samples, all the text is in English. I've attached a picture of Kunio from said game, just so you can see the similiarity.

Super Kunio Kun for SNES is thought and mistaked often as River City Ransom 2. Its in JAP, but my friend from school has a 99% patch for it. you can find it as http://rpgd.emulationworld.com. thats for the patch.
