Virtualdub by default (just make sure there is no color reconversion)
Avidemux can do that very nicely too, but phaeron's stuff is the better one.

If you can handle AviSynth, that would be the best option available, but this one is definitely NOT firsttimer-friendly (either Crop or AutoCrop for avisynth, in case you needed to remove black bars and similar stuff)
