pcsx2 says check local policy? and pcsx2t shows nothing

so when i open to install pcsx2 it says check local policy in control panel and i cant find that, i have vista.. and when i open pcsx2t to configure setting it allows no changes bcause when i try to start the application it says could not load gs plugin. n e ideas?
