Help with the frame

I am having problem in frames. How do to configure?
Game is very slow, I think it is due to the low frame, the PCXS2 arrives at the maximum to 8 frames in his bar.
Let also the setting for the Dragon Ball Budokai Tenkaichi 2 is because I am trying to play it.

A dual-core processor is necessary to achieve decently playable frame rates. Your processor is well below this, and your graphics card is not very powerful.
GSdx would be your choice for the graphics plugin, as it is less demanding than ZeroGS.

Yes Celerons were rendered obsolete around 8 years ago, and the Geforce FX series is no longer supported by most games/apps. I do like it though that you apparently have ham. I myself am very hungy.

No, your game speed will not increase unless you buy a new machine. As GeoMinor said, you need a dual-core processor to achieve decent speeds because it is difficult for one processor to emulate the PS2's multiple processors. The older motherboard that you have would not even be upgradeable to anything decent either.

...Yes I know you meant ram.

Probably not. Low-end systems have not yet a place for a satisfactory PS2 emulation. In the meanwhile, if you use GSdx, choose the lowest possible internal resolution (around 640 x 480) and disable any running background processes in your computer, as well as any OS themes. If you can use ZeroGS, try to see if PCSX2's frame skip options are of any help. (GSdx has not yet a frameskip implementation.)
