Help! I cant read.

I got email from my Japanese teacher why cant i read it even this computer has east asian language installed.I cant read the sent item that i composed in Japanese fonts too.It used to be readable in other computer that i use to compose.How can i read it?
Edit:I got it works by using the encoder but i dont understand much of it somebody please translate for me.

I actually managed to read most of it, which isn't bad for trying to remember some rusty Japanese from a class I took a while back. It sucks I live in the freakin Cali Bay area, where the population seems to be 42% cute asian chicks, and there's NOBODY teaching Japanese outside of the colleges. my last tutor was a knockout but she ended up running out her VISA and going back to Japan, which saddened me to no end.

It's basically just talking about class rules, ethics and to do your best in class. There's one or two kanji there that I can't remember, but that's the jest of it. Oh, and says he's mailing it from Shinjuku .

P.S.
It's been 3 years since I last took any Japanese, so I might be 100% accurate .

So your teacher is leaving/left for Tokyo? Other than that I don't know. Also I only didn't think too deeply about translating it as I was just taking a glance at it.

As far as I know the most complete japanese font comes with microsoft office. Install it, that can help.

I'm pretty sure USA has a recent international marriage ban law on certain types of int marriages so many men can't marry foreign women. Its supposed to curb violence against women, the idea being foreign women may be more likely to accept abuse. Its also EXTREMELY problematic in that it could potentially empower american men, who could bypass the domestic women and go for foreigners who feminists argue are more accepting of male dominated relationships and societies. If men's ONLY options are the liberal and empowered female citizens of the country it helps empower women.
