Yeah, sounds about right. Try OC'ing your CPU a tad, it'll help a tad bit.

Go to Start->Run and enter dxdiag. In the page that pops up look at the line that says "Processor:..." and tell us what it says.

How is that his bottle neck? I thaught pcsx2 didnt rely on RAM much.

In which parts is it 35fps? FFX frame rates change alot.

It does not. But it is STILL his biggest bottleneck. The CPU and GPU should go very well together. But any 3GB RAM config, wich probably involves mixing older ram sticks with newer ones, is bad. Slows your whole system down, not just pcsx2.

Yeah, as we found in another thread, it makes a LOT of difference whether ram is in "dual-channel" mode or not. "Dual channel" mode = 2 or 2 pairs of identical ram sticks.

3GB in dual-channel is possible, if you have 2x1GB and 2x512MB. Or, if you're using 4x1GB in a 32-bit pc it will cap up to 1GB off the top to allow direct access to graphics ram. My work pc does this, 4GB of ram, 3GB picked up by Windows, 768MB (3/4 GB) is graphics ram DMA and the other 256MB is reserved by the chipset for I/O buffers (hard-disk DMA etc)
