low FPS

I'm sure it's probably just my video card, but I'm only getting between 9-15 FPS.

P4 3.12 w/HT
1 GB ddr400
ati x1300 256MB
Windows XP

is this to be expected with my rig? I know it's all a bit outdated, but I was still hoping that it would get a little better than that

Please, someone make an empty sticky with the title "No, you won't achieve decent speeds with a Pentium IV", or a banner image above the "new topic" button.

I don't want to be rude to you, but just read all the topics on the first page of the forum and you'll find 3 or 4 asking the exact same thing with similar rigs.

Oh, and BTW, it's not (only) your videocard... both CPU and GPU are far too weak for PCSX2.

And of course, I was the black market importer. Helped him get a decent price, courtesy of Newegg.

Very nice. Is there an appreciable difference over your old 2.8 Opteron iirc? I'm especially curious about games and pcsx2 ofcourse.
