Is there something wrong with my cpu?

According to the guide posted i should be getting around 40-50 FPS with my current rig:

CPU: AMD X2 5200+ (2.6ghz, non OC)
GPU: nvidia 8600 GTS
OS: Windows xp sp2
ram: two g-skill DDR2 800 mhz 1 gigabyte sticks
hd: Western digital 500gb (sata, no raid)

But it seems like all im getting is around 20 FPS on any game i play, and they look like crap, using pcsx2 2.0 at the moment, the games ive tried are:

Harvest moon: save the homeland
Viewtiful Joe
Suikoden III
i checked the compatibility for all of them and it says playable

ive updated all my drivers (including the CPU ones), i DLd AMD's optimizer, ive enabled MTGS & DC, i even tried running in 256 colors, didnt seem to work, is my cpu busted?

"Playable" doesn't mean "playable with good speed." Suikoden III in particular still doesn't go very quickly at all. You're better off playing FFX or Kingdom Hearts.

Is that a new version or something.

I think he refers to the amd dual core fix.

It's in the amd homepage.
