Big problem with WinXP (maybe a virus)

Hey guys,
Wanted to ask you a question about a virus that looks as if it hosed the system on my computer. There seems to have been a virus on the system, some kind of trojan, that I was able to delete off the system yesterday. However as a result the following is now missing from the system (seems as if it modified some major registry settings)

The run command is now missing from the start menu, also the option to add it via the advanced task bar properties is also missing
The task manager is now greyed out and you can no longer get to it to invoke the run command from there or shut down processes
The shutdown option has been replaced with only the logoff option. You can log off and then shutdown from the main login screen
You can not right click any menu items and delete them

If anyone has come across this virus before, please let me know the name, and if anyone has any ideas short of a total reformat please also let me know. I have had a good amount of experience dealing with viruses and this one takes the cake. Complex in nature, most avenues seem totally cut off. Thanks again for all the advice!

go get a mcafee or get karenspy it will clean the virus

Yes it might clean it, but there doesn't exist any anti virus program on earth that can repair damage already done. You'll have to reformat, sorry mate.

there are some programs that can recover formatted data u can try it after u format it
