How can I use PEC is it a plugin or what? and if it is a plugin where can I set it, can anyone give the configurations on how to set it, tnx guyz

[PEC] is a cheating utility for PSX emulators.
Yes, it instals the plugin but only so you can load it to the psx emulator.

AFAIK, PEC doesnt work on pSX.

here's a guide on getting it to work on ePSXe, PSXeven, SSSPSX, PCSX, etc (plugin based emulators)
