Make the ISO of the game.
For gpu plugin use Pete's OpenGL 1.76 with the "fast" settings and raise the options up little by little.
For sound use SPU Eternal (lite) 1.41.
And also when you are running games close all the programs in the background.

One thing.
Your system WILL NEVER obtain full frame rate of 60fps.
I suggest running it with a Voodoo card, if not an upgrape will solve your problem.

heh go out and get an nvidia 6600gt 256mb they are fairly cheap now i saw one at walmart even lol
89 bucks isnt too much for most gamers
but from your stats id recomend a full on upgrade to your whole system
if its a home build system then id figure out your budget and hit pricewatch and ebay to find the parts to make it atleast decent.
if all you use it for is to play psx games and maybe gba games then i would recomend you get at least a amd 2200+, 512mb ram and a gforce 6600 graphics card or an ati 9600 both are fairly inexpensive compared to their big brother models.
you could build a system like that canabalizing your current one in the process for around 300-400 bucks possibly cheaper
if you are lost i can point you to a couple of sites where you can just order it all in one go, it can be a little higher that way but it is faster
