FF7 - Flickering border no matter what (OpenGL2)

I've never had this problem before until I restarted my PC and went to play FFVII today. The borders of the screen (top and bottom only) flicker ENORMOUSLY with a line about half a fingernail thick in a weird light brownish color.

Info:

OpenGL 2.7 (I've tried any settings)
Flicker fix does not work (PAL FFVII has a border on the top and bottom automatically)
OpenGL 1.76 doesn't have this problem, but I'm having trouble getting battle swirls to work without performance loss at the beginning of a battle and in certain framebuffer situations..Lord Kane seems to be down also *sigh*

I found an ingenius solution to this problem!

This allows you to create fake borders for your games (anywhere, only on the top and bottom of the screen in this case) that gets rid of any flickering no matter what.

In a standard resolution of 1024*768, the Top and Bottom Margin settings set to "27 pixels" resolve the flickering completely in Final Fantasy VII (PAL confirmed, US not so), while not changing what you see onscreen.
