well they needed to fill those spots in a long time ago

theyve been like that for years as far as i can tell, besides, just because you administrate doesnt mean you cant moderate

most people are simply developers in that area, like calb\galtor modding the ePSXe forum, pete and lu modding the plugin forum etc ..
