problems with video config

ok... I went to load up a CD-ROM then a window came up telling me to do video config so i went to config/video and there was nothing to chose from so whats wrong?

Have you downloaded any video plugins?
Get them from the EpsxE section of this site, Petes OGL/D3D is a good one to start with if your new to EpsxE.

yeah I got pete's stuff...there in ( .dll ) format what should I DO!?

put the dll's in the "whatever_drive:\and_whatever_dir_you_have_espxe_i n\plugins" dir, then you should be able to pick one of them, and configure it. Head to Kane-Sama's page for a guide on plugin configuration.

Emus are not illegal.
They are in a grey area, but not illegal. There are perfectly legal ways to use them:
Dump the BIOS yourself
Use legit games.

Misinformed rubbish. Please do not confuse your petty motivations with that of others. Emus are not about pirating games, they are about providing a system where games from yesteryear (read obsolete discontinued systems) are preserved for future generations.

so then if epsxe is legal then why the hell does it run on a "illegal system" aka a bio?

The BIOS istself is not illegal, as I explained. You can rip it from your own PSX legally. Downloading it however is illegal.

There's a bunch of tutorials on how to do that on the net, just google a bit and you'll find how. However, be warned that you'll need a Game Shark and the comms link cable (sold separately). From the psxemu faq:

A4: To dump a PlayStation Bios, you need a GameShark or Action replay and a PC comms link. To start, you need either a real Caetla module or go to AltaVista and search for "Caetla" (it's a BIOS replacement for your module, so read the included documentation properly before installing it !!). Now upload "Caetla", and use use the caetla commands for downloading a binary memory image from the region 0x0bfc00000 - 0x0bfc7ffff ! Now save the image as SCPHxxxx.bin, where xxxx is your PSX's model number, and emulators will recognize it and use it from now on.
