Problem with video file

I downloaded this avi file but whenever I played it, only the audio part appeared. This file is using the Ms-Mpeg4 v3 video codec. I installed the 4.0.0.3688 version of the codec, restarted it a couple of times, but still could not get it to work

Any suggestions?
