Bof4 Help

When I run Bof4 it runs at a solid 60fps but it seems alot slower than that ...why?

because epsxe has timing problem with it. change country to pal, and set the gpu plugin to 60fps would help a little, just a little. or you can use pc fps calculation pete's plugin, but music will be too fast.
