The best PHP-Script? What a question. It's like "hey, which's the best car?".
For what do you need it?
(Oki, some shameless self-advertising (): www.phoop.net - atm only a nice news script)

"What's the best car?" is by far not that stupid since all cars mainly serve the same purpose.
It's more like asiking "What's the best device?"

It is a wrong question to ask you should be more specific

you could say what is the best php Message board or what is the best news system.

I'm still thinking of how to implement.
Should I calculate by the timestamp or should add an extra column to the database with the month?

yes it should be localhost

just follow the instruction in readme file and you will be fine if you _______________
$dbhost = "localhost";
$dbuser = "your user name";
$dbpass = "";
$dbname = "username_uk_db";
$persistent = 1;
$newscount = 8;

If the the your lycos works like the german one then you can leave all the fields empty. No dbhost, no dbuser, no dbpass, no dbname.
If this doesn't work try looking at the "control panel" of lycos, the connection-data must be listed there somewhere.
