I'm using Win XP. The contoller doesn't show up as Monster in the control panel, but rather as '4 axis 16 button' joystick. I can calibrate this here, but the contoller doesn't work when running PSX games. The light is red, and the device is recognizied as a 'USB Human Interface Device' in the device manager.

That's funny, it works great for me in Win2000. What happens when you try to configure it? No response at all? How about other emulators?

I don't have any other emulators. Where did you configure your contoller?
