How is he joking? 1.6GHz is way too slow, and AMD CPUs in general aren't nearly as powerful as their Intel counterparts, especially when it comes to running CPU-intensive emulators. The fact that's an older generation CPU doesn't help at all. Anything in the Core i5 or Core i7 series would do just fine.
