Why Arent These Roms Working?

I've had the nebula 2.25B emulator for 2 years already. I finally wanted to get Super Street Fighter 2 for cps2. But no matter what websites I got the Rom from nebula doesn't detect the Rom. Help? Any Help Is Appreciated. TY

You've had the rules linked twice before, apparently you didn't read them. Here's the applicable part, in bold:
