Extremely low frame rate

VBA says it's running at 60 fps with no frames skipped, but it plays like a slideshow. My CPU and GPU usage are low. I've tried all 4 rendering modes. I've tried running in 16 bit mode to disable Aero transparency, since that seems to be a problem for many old games (e.g., Diablo 2). I've tried different VBA versions. I have EIST/C1E disabled. I tried disabling clock speed control for my GPU. I know my system is clean. Nothing's throttling due to heat. I routinely update my video card drivers. Windows is fully up to date. None of that helps with performance in the slightest.

My problem started out of the blue a few months ago. No other applications seem to be running worse than they should. I can play stuff like Black Ops, GTA4, etc. as smoothly as a dual core allows, and that was before and after whatever randomly caused VBA to perform like crap. I've tried dozens of VBA ROMs and they all play like a slideshow. GBA, GB, GBC; doesn't matter.

Try VBA-M
(though VBA obviously shouldn't be displaying this sort of behaviour.

It happened to me once that I accidentally the selected the VBA exe when I wanted to select and apply AA to something else and that murdered the performance in a similar way. But I doubt that's your situation.
