Crash on Game Load

I am trying to get ePSXe 1.7.0 working in windows 7 x64. I have added epsxe.exe to the DEP exceptions list, have tried just about every compatibility mode, running as administrator, and have tried multiple copies of the same game from different websites. I have also tried both petes opengl2 and peops opengl. I have even tried different USA bios files including scph1001, scph101, and scph7001. I am running on an older core 2 if that means anything, because I read somewhere in the forum someone asking that. Anyone have any ideas? I have searched this forum for the past 2 days and have tried everything I found and am out of ideas!
