Please Help (not completely configured problem)

So a friend gave me the file for this emulator, I threw in The Legend of Dragoon in my computer and ran as CDROM and it worked, it was beautiful to nostalgia from old memories. I closed it because it was feeding into my mic over Skype and tried to start it back up and received all these sad errors:

"ePSXe is NOT completely configured go to config -> video to configure it."

Problem is none of the options in there works, and nothing pops up.

None of the buttons work except the OK and Cancel buttons. Tried removing all files and redownloading from a friend, as well as restarting computer.

please help.
