Final Fantasy IX Battle Menu Slow down

Hello, I've been trying to work around this issue but to no avail...
While playing FFIX Everything runs great except for two things: 1) When I go into a battle everything works fine UNTIL the battle menu shows up, then my FPS drops from constant 60fps to around 30 fps, but the second I push the Square button to make the menu go away it goes back up to full speed. Tried messing around with the settings but with no luck...Any help on this issue would be very helpful! ^^
Now for #2: I seem to be having some sort of vSync/Refresh Rate issue...or at least i think that is what this is called...Whenever I'm moving across the areas or watching an FMV my screen sort of flickers...well...less flickers more that aroudn the center there are a few rolling lines, like something can't keep up, but the audio is just fine, this wouldn't bother me so much if it didn't hurt my eyes and give me a headache >.<
Any help on this would be appreciated, too!^^

My system specs are as follows:
Duo-Cure 2.4 GHz
windows 7 64-bit Home Premium
AMD M880G with ATI Mobility Radeon HD 4200 (DirectX 10.1 Shaders 4.0 OpenGL 2.1 512 MB)

And Below in the attached Images are my Graphics and Sound Settings. I'm using Pete's OpenGL2 Driver 2.9 for graphics and P.E.Op.S. DSound Audio Driver 1.9 for sound.
Oh and also the shader I'm using is the 4xGLSLHqFilter shader

I hope to have this issue fixed, and also thank you for any previous issues you guys have helped me with! ^^

I am having the same problem. Also one thing:

I finally got to the overworld now, but it randomly slows down. However if I have the epsxe window running in the background (but still visible), it runs perfectly!

Why does it run worse when I choose epsxe window?

That's normal. PS1 games can dynamically alter their framerates. It's only a problem if the games begin playing noticeably slower and the game music slows.

Well, you can set Render Mode to '2' and turn on Pixel shaders for PSX window emulation with your card. No idea it that will help, though as I've never has this problem. I always set them as such though.

You can also try playing with shaders and/or screen smoothing turned off. Maybe the FMVs don't play well with the HQ4x filter on some configurations?

Computer specs?

Plugins used and their versions?

Plugin settings?

More info is needed if you want some help. Having some of the same issues doesn't guarantee that both of you will need the same fix.

You're using some pretty high settings there considering the GPU. My guess for the first problem is, your PC can't keep up while drawing the battle menu overlay (you'd be surprised, but this is often the hardest stuff for it to do, as it's framebuffer related), so it drops your FPS (V-Sync or whatever probably explains why it's exactly halving?). I had the same thing happen to me on an old Pentium III that couldn't do software mode. It would run fine in 3-D areas with just some drops, but bring up the menu or enter battle, and I was dropping to 30, 40, or 45FPS even. That CPU can do it, but that GPU might not be able to at such high video settings.

Drop the settings.

2xSal has issues in Final Fantasy IX (Black lines in the 2-D backdrops). Use Stretched, or none at all.

Drop the filtering to 2 or 4.

Increase the render mode to 2. Otherwise, you may lose performance at high resolutions.

Maybe try disabling or lowering shaders.

Windowed mode is slower because the GPU is having to draw the program with the desktop overhead. With fullscreen, it only has to deal with the program. Windowed mode will almost always be slower (if the resolutions being compared are equal).
