P.E.Op.S Filtering Not Working?

I was just messing around now, and I'm asking this more out of curiousity sake, but in P.E.Op.S software plug-in, the filtering options seem to be making no effect. I'm talking about the "Stretching" dropdown list choices. No matter which option I choose, they all appear to look the same, and that is, very pixelated.

I know this isn't normal. I remember trying software rendering on my old PC (Pentium 4 2.8GHz w/ Hyper-threading and GeForce 6800GS AGP) in order to see how the 2-D in Final Fantasy IX looked when "normal" to compare it to my Pete's OpenGL 2-D results to try and get it to match. The 2-D was sharp in P.E.Op.S software on that system. On my current system, it's very, very pixelated no matter what stretching option I choose. Even the higher settings look pixelated. I'm pretty sure I used the standard "stretch to window, keep aspect ratio" on the old system and even it looked smooth then, so one of the lowest choices on my old system looked better than any of them on this one.

Does anyone have any ideas why software rendering would always look pixelated?

P.S. ePSXe is version 1.7.0 in case it matters, and this is under Windows 7 64-bit.

That's sort of the line of what I was figuring in general, if it had to do with changes in GPUs dropping support for something (even though it's software rendering, like how newer nVidia GPUs crashed ZSNES when trying certain filters [not sure if it still does]), changes to the operating system, etc.

What, exactly, is the specific cause? Was there something in older operating systems that the filters needed that was changed or taken out, so now it just renders it native and stretches it up?

NT6 doesn't have a HAL.
