colors seems washed out

Why is it the colors are less vibrant than ideas? is it the plugin and can this be changed? I attached a snap shot I took for reference.

set it to VGA Poppy.

Although the washed out colours are closer to the setting of the older DS, the fat one before the lite one game out.
