Every game stutters

WIN XP PRO SP3
Acer Aspire 3682, 512 ram, 128MB allocated to graphics card.

Every game I play, stutters, I have tried originals as well as backup discs and they all stutter and regular intervals for about 4 seconds each time.
I have tried different optical drive drivers as well as different graphics card drivers but still the same.
How can I solve this problem, I have searched the forum but have not found any reference to this problem.

if you attempt to play them on something other than epsxe (like psx or pcsx) do you get stuttering with it too?
