Have you tried restarting your computer and then running PCSX2?

For the virtual memory problem, consider rebooting the computer a few times, then check to see if you have software, such as an antivirus, that is running in the background that might be using the memory space that the emulator requires. Close them one by one. Download the latest PCSX2 beta and GSdx. The npptools.dll problem can be fixed either by downloading the file, via a search engine query, into the PCSX2 root directory or by installing the Microsoft Network Monitor . If the configuration is proper, the expected FPS should, within bounds of error and estimation, follow the chart: Ranking References: CPU / GPU

try reading my guide in my sig, and get the latest plugins (links in my sig). specifically, get the latest GSdx which is GSdx 0.1.7, not GSdx9. also the problem with the VM build is because some other program is taking up the memory space PCSX2 runs on. usually this can be taken up by AV software and firewalls. uninstalling them, or terminating their processes (right-click taskbar, click task manager, and goto processes and terminate the AV processes), should solve the problem.
