I can't

Use the Equip , Skill and Items screen properly . It skips every second option and it won't let me buy or sell items.

My settings are

Eternal Lite (Default)

Pete CDR (Default)

Lucky me..
Same problem and i find a new thread talking about it...
As i said, i have the same "problem"..i put it between "" because i found some sort of solution..
Do not use the Joypad.
I use a ps2 joypad with one of those USB adapters on my PC, and i have the double-command problem as Ardha, it simpy gives the movement command 2 times...i tried the original CD's and even Alchool copies and UltraIso .bin but to no avail.
But if you map joypad commands on the keyboard, the problem is no more..you have just to use the keyboard and not some joypad...
I admit it's a shame..

according to the compatibility listing, this is not a known issue,

we'll need more information about your system specs and plugin settings.

offscreen drawing should be 1, not 2.

@Jonc, indeed, Italy is PAL
PAL system information and the countries that use it.

I'll log it as a bug then, it seems no one has logged any compatibility for Tales of Destiny 2

The PSX version Tales of Destiny II (AKA Tales of Eternia) never reached Europe.

For the record, I played through 90% of the game in ePSXe without this issue.

Tales of Destiny II is NOT Tales of Eternia XD
Those are two different game by the same company, Namco.
They are part of the main Namco Tales
(they're relationship is like FFVII and FFVIII; completely different storylines, slightly different graphic, and different characters)

Oh and Tales of Destiny II is on PS2 and PSP , how can you play it on a PS1 emulator.
You much have gotten Eternia...but since it is the US version, doesn't it say 'TALES of ETERNIA' on your case?
Something is fishy here...

Not really..
In Japan it's called "Tales of Eternia" but Namco coudn't use the same name in US because of copyright infringements with Mattel (Eternia it's home of the Masters of the Universe..He-Man, Skeletor..those guys)..so Namco-US renamed the game in Tales of Destiny 2...
For the PS2 there is, only in Japan, the "real" Tales of Destiny 2, that it's the sequel of Tales of Destiny (the one with the Swordians, Philia and so on..)

ahhh, that's kinda confusing though xD (I have the Jap version, so I'm not sure if this is a US bug or not)
nvm then :P
Are you setting both controller plugins to the same one (it solves a similar problem in PCSX2, I'm not sure if this works in epsxe)

I'm an idiot...
You were right..i just had to disable the second pad on ePSXe "controller" options, and no more double tapping..
I'm very grateful!
