I'd get an ups. Maybe only 1-2% of people ever need it. But for the majority of those 1-2% many are left crying after their systems are fried wishing "if only I had gotten a ups!!!". Voltage regulators only work upto a certain amount of current. So "from what I've read" if a neighborhood power line was struck by lightning, there is a good chance a surge suppressor or volt regualtor wouldn't be able to stop all of the surge, thus frying your computer. Computer Power User magazine did an indepth article a year ago about surge supressors/volt regualtors & ups units. I think I have the issue lying around somewhere.

...but they are sooo expensive... like $120 more. and on the other hand...the stabilizer is 20. and i thought ups's only kept a constant flow of power to the computer, while te stabilizer controls the amount given to the psu.

They keep a constant flow and they suppress surges. But they serve as a disconnect between the electricity coming from the wall and the battery, so you don't have to worry about powerful surges unlike volt regulators/ suppressors which won't protect from very large spikes.

I don't really know much about UPS', but when I was in Kenya we had a power outage once every few days, that's when you definitely want one, since it always gives you the option to save your work and shut down the PC, since it provides a nice buffer in such cases. Here on average we only have a power outage once or twice a year, and it happened only once my PC went off because of it.
