Exclamation Help with Resident Evil 2

This is the first game I've ever had a real problem with.
It starts up, but then freezes at the "explicit violence and gore" screen.

I'm using Pete's OpenGL2 Driver 2.9. I tried switching to Pete's D3D driver and it still does it.

System specs.

Intel Core 2 Duo 3.6ghz
4GB's of RAM.
Radeon HD 4670M 256MB

Edit: I also forgot to mention that I'm using ePSXe 1.7.0.
I've reset all the video settings to default.
BIOS I'm using: SCPH1002

I hope someone can help with this, because i really want to play this game! D:

sounds like a damaged disc or a bad image. either clean your disc or re-rip the image.

don't know what graphics card you have, it's memory bandwidth, it's temperature, fan speed, what pixel shader it has
try TechPowerUp's GPU-Z_v0.6.9 (Mar 19,
th, 2013)

alternatively if you don't know what your processor is try cpu-z
(hint click on the highlighted links)
