illegal ROMs?

I am not new to the visualboy advance or the N64 emulators, and I have been using them for a long time, however, I have two questions.
First this may sound stupid but it never hurts to ask, how dose one know if a ROM is illegal or not?

Second, I use a laptop that runs Windows xp and the memory is not the best so I try to save space on my hard drive for RAM, to run the N64 emulator, so I can only have one version of the two emulators I use. I have upgraded to VBA 1.8.600 and a few of my "time killing" games will not load, all I get is a white screen can this be fixed?

Unless you personally dumped the ROM from your cartridge then it's illegal.

As for the second I have no idea...never had any problem like that and unless I had it I can't help. Try using VBAM, since VBA is dead that's the only real updated version.

The only legal way to download (purchased) ROMs is from the Nintendo Shop Channel for the Wii/3DS.

You don't use them with unofficial emulators, but with Nintendo's built-in ones.
