Resident Evil 4 Bugged...

I downloaded RE4 for gamecube and im playing it using Dolphin.
But the game runs really slow , my FPS is 3-10 max
only when im on pause its 20FPS.
And also the game doesnt show cut scenes...

Bugs:
1.The ada cutscene didnt show
2.The village cutscene didnt show , when they were burning the guy.
3.The chainsaw guy cutscene didnt show and he didnt spawn.
4.Big cheese encounter 1 & 2 didnt show.

Which brings me to this...
Im currently stuck in the part of the game when you go to the village for the 2nd time to unlock the door to the grave yard.
To do this i have to kill all villagers , chainsaw men and get a cutscene of one of the villagers with the key.
Problem:Chainsaw guy cant spawn cuz of bug, and key guy cant spawn also.

CPU - Intel Pentium 4 CPU 3.20GHz
GPU - nVidia GeForce GT 240
RAM - 3GB
OS - Win7 Ultimate 32-bit
DirectX - 11
*Info taken from DxDiag *
But i dont think its my PC specs.
I ran the same game for PC without any lagg.
I can even play Crysis 2 , Future Soldier without lagg

Intel Pentium 4 is not very friendly with Dolphin due to its age. The GPU should be fine since Dolphin relies more on the CPU more than anything. Clocks speed is irrelevant in this case, an Intel Core i3/i5/i7 series is recommended.

ok so that might explain the lagg. My Processor is a bit fawged up at the moment , it might be overheated.
but the skipping of scenes and chapters?
lagg can not be responsible for skipping a cut scene or a chapter save point.

ok i tried changing stuff in the settings and re-downloading the game.
Again, skipped chapter and zombies wont spawn...

So i guess the only way to fix it is to skip to the next chapter.
Are there any Action Replay codes to skip a chapter , unlock doors , give items or Noclip?
