speed limiter isnt working

ive tried turning it on and off and also checked to make sure i didnt have turbo turned on. i checked the "base framerate adjust" and "turbo adjust" values just to make sure and even set them to 100% for good measure with no changes. its been like this for the past couple of days and it really sucks for games that have a lot of spoken dialogue without being in fmv.
